Will Rudd's green package deliver?

The Rudd Government's economic stimulus package seems to be good news for the environment, with more funding for insulation, bike paths, solar hot water systems and improvements to the Murray-Darling Basin. But will it deliver? The Government's track record so far has not been impressive.
